Shahrekord's ‘Accident Command Chart (ICS)’ Initiative - Iran

Shahrekord establishes a rapid response team to efficiently address the COVID-19 crisis.


The Rapid Reaction Health Team was established to respond to large-scale accidents that occur when normal health services are temporarily unable to respond to emergencies. The team was activated in the health department of Chaharmahal and Bakhtiari University of Medical Sciences and the first meeting of the team was on 11/30/98. Training, emergency response, the need for equipment, description of unit tasks, completion of operational plans and completion of EOP program are among the team's goals. It was announced that the checklist and how to submit a report on the activities of the association were announced at a specific time.

During the onset of the COVID-19 crisis, the Shahrekord Deputy Minister of Health decided to organize a rapid response team in the presence of staff managers, followed by nine teams in the network. It was quickly formed and given a description of the tasks of the managers and units, and the EOP program in the COVID-19 crisis was completed. The I.C.S system was activated based on illustrated applications. Based on this, the Operations Command started working with the Deputy Minister of Health (Mr. Seyed Rashed Jazayeri) and the First Deputy Commander of the Rapid Reaction Team (Mr. Mohammad Reza Pishkar) and other managers as the Deputy Commanders.

The initiative was primarily funded in kind, and it aimed to respond quickly, coherently and in a unified manner during COVID-19 response efforts, including training respondents, purchasing equipment, reporting cases, and sending accurate COVID-19 data.

Since crisis management is a multifaceted activity, the correct crisis management approach requires that all units of the health sector be involved in crisis response activities as needed. In order for the response activities to be carried out in an integrated manner under unified management, it is necessary that the Crisis Operations Headquarters in all departments of the country's medical universities remain apprised of the presence of members so that in the event of crises such as COVID-19, their activities are based on operational processes.

The following results were observed by the rapid response team:

  1. Increase affordability of materials and equipment (including: disinfectants, masks, gloves, thermometers, and oximeter pulses)
  2. Forming training teams of the best people in order to train people and health personnel.
  3. Forming supervisory teams with a coherent monitoring program.
  4. Organize regular meetings to report and resolve issues.
